Hongkong, 10th November, 1904.

Sir,

With reference to your Despatch No. 226 of the 27th July last, I have now the honour to transmit authenticated copies of "An Ordinance to amend the Imbecile Persons Introduction Ordinance 1903, No. 15 of 1904." The usual Report by the Attorney-General is attached.

2. In addition to the amendments indicated in your Despatch, I have added another by which Chinese Imbeciles are excluded from the operation of the Ordinance. Their exclusion was one of the points pressed by the Chamber of Commerce when the original Ordinance was before the Council, and as no difficulty has arisen up to the present in transferring Chinese Imbeciles to Canton to be taken charge of by the Chinese Authorities, I considered that this concession might with safety be made.

3. The other objections raised by the Chamber of Commerce have, in my opinion, been sufficiently met, and I consider that the legislation that has been enacted is necessary for the protection of the taxpayers in this Colony.
